Pretty much so, yes.  Because of the highly efficient coding most "normal" standards can be handled on standard HW platforms with a system delay of no more than one frame.  As an example, NTSC is 30 frames per second which means that the system latency caused by LYYN™ V.E.T. is approximately 1/30 of a second.
